هدررفت پول مردم با جانمایی غلط/پل هوایی میدان وحدت برداشته می شود

اتخاذ تصمیمات عجولانه و غیرکارشناسی در مدیریت شهری گرگان و تاکید بر استمرار آن علاوه بر خسارت های چند صد میلیونی، به اعتماد عمومی شهروندان هم آسیب می زند.

اصرار بر توسعه فناوری‌های نوین برای ارائه مطلوب‌تر خدمات شهری به شهروندان طی دهه‌های اخیر شدت گرفته و مدیران شهری مرکز گلستان هم در همین راستا تلاش کردند در حوزه‌های مختلف از این قافله عقب نمانند لذا با جلب نظر اعضای شورای شهر به اجرای پروژه‌های شهری در بستر تکنولوژی جدید روی آورده که از آن جمله می‌توان به پیش‌بینی و احداث چندین پل عابر پیاده مکانیزه در شهر گرگان اشاره کرد.

موضوعی که در زمان تصویب و اجرای آن (۶ سال پیش) با تبلیغات شدید رسانه‌ای همراه بود اما با توجه به فضای محدود میدان شهرداری گرگان و تاریخی بودن این مکان به نظر می‌رسید که مسئولان با پیوست‌های فرهنگی و اجتماعی بیگانه هستند.

هم اکنون بیش از ۶ ماه است که پله‌های برقیِ پل‌های هوایی میدان وحدت (شهرداری) خاموش است و این امر سبب گلایه مردم هم شده که با پیگیری از شهرداری گرگان علت آن در ابتدا نبود قطعات و گرانی تجهیزات عنوان شد اما اخیراً زمزمه‌هایی مبنی بر برداشتن این پل‌ها به گوش می‌رسد.

درست است که این پل‌ها کارایی لازم را نداشته و علاوه بر مسدود کردن خیابان آلودگی بصری هم در هسته مرکزی شهر ایجاد کرده اند اما باید از اعضای شورای اسلامی شهر گرگان پرسید که «آیا نباید در طرح‌های عمرانی و خدمات شهری پیوست اجتماعی هم در نظر گرفته شود؟» و جایگاه نظارتی آنها کجاست؟

پیوست اجتماعی پروژه‌ها لحاظ شود

یک فعال اجتماعی گرگان در خصوص خاموشی پل‌های هوایی گفت: مدیران شهری گرگان طی سال‌های اخیر بیشتر به دنبال پروژه‌های تبلیغاتی بودند در حالی که برخی از پروژه‌های گرگان نیمه کاره رها شده و یا اعتبارات بسیاری برای تکمیل آن نیاز است.

حسن سهرابی افزود: خاموشی پل‌های مکانیزه گرگان یک موضوع غم‌انگیز بوده که مشکلاتی را برای مردم ایجاد کرده است.

سهرابی بیان کرد: میدان شهرداری همیشه پرترافیک بوده و چند ماه گذشته هم با خاموشی این پله‌ها شاهد تشدید ترافیک هسته‌ای مرکزی شهر و قفل شدن خیابان هستیم که باید مسئولان در این راستا چاره اندیشی کنند.

وی گفت: از آنجایی که شهر با پول مردم اداره می‌شود لذا مدیران شهری باید هنگام اجرای پروژه‌ها به دغدغه‌های مردم و مسائل چند سال آینده آن پروژه هم توجه داشته باشند.

سهرابی اضافه کرد: پیش بینی پیوست‌های اجتماعی، فرهنگی و فنی برای طرح‌های مدیریت شهری بسیار لازم است تا آنکه مجبور نشویم طرح‌ها و پروژه‌های چند صد میلیونی را به خاطر نبود یک یا چند قطعه ماه‌ها متوقف کنیم.

وی ادامه داد: اعضای شورای شهر گرگان به عنوان نمایندگان مردم در پارلمان شهری بهتر است به جای صرف زمان برای انتخابات آتی و تبلیغات در فضای مجازی، به فکر وظایف نظارتی خود بر عملکرد مجموعه شهرداری گرگان باشند تا با این کار شانس بیشتری برای حضور مجدد در پارلمان شهری به دست آورند.

پل‌ها کارایی نداشت

رئیس کمیسیون خدمات شهری، فضای سبز و زیست شهر شورای اسلامی شهر گرگان گفت: در جلسه‌ای که برای بررسی وضعیت پله‌های برقی پل‌های هوایی میدان وحدت (شهرداری) تشکیل شد، با توجه به اینکه پل‌ها کارایی لازم را ندارند مقرر شد با هماهنگی با شورای ترافیک، پل‌ها برداشته شده و جایگزین دیگری برای آن تعریف شود.

ناصر گرزین با بیان اینکه پله‌های برقی بیشتر مواقع خراب بوده و هیچ کارایی هم نداشتند، ادامه داد: عرض خیابان در نقاط مورد نظر کم بوده و مردم راغب به استفاده از پل‌ها هم نبودند لذا مقرر شد در شورای ترافیک در زمینه جمع کردن و جایگزین کردن راه‌های دیگر تصمیم گیری شود.

وی بیان کرد: می‌توان با استفاده از خط کشی، چراغ راهنما و راهکارهای ترافیکی دیگر فضایی فراهم کرد تا عابر پیاده از عرض خیابان عبور کند.

گرزین اضافه کرد: پله‌های برقی پیاده رو را مسدود کرده لذا تاکید داریم که از راه‌های جایگزین دیگر استفاده کنیم که هم ترافیک نداشته باشد و هم آلودگی بصری از بین برود.

به گفته رئیس کمیسیون خدمات شهری، فضای سبز و زیست شهر شورای اسلامی شهر گرگان این پل‌ها به مکان دیگری منتقل خواهند شد.

پل‌های هوایی با بافت تاریخی همخوانی ندارد

سرپرست حوزه معاونت زیربنائی، حمل و نقل و ترافیک شهرداری گرگان هم در خصوص آخرین تصمیمات اخذ شده در مورد پله‌های برقی خاموش میدان شهری گفت: در شورای ترافیک شهرستان مصوب شد که پل‌های عابر پیاده میدان شهرداری برداشته شود و خیابان به چراغ عابر پیاده مجهز شود البته اجرای این امر منوط به تأیید شورای ترافیک استان است.

پل‌های هوایی هسته مرکزی شهر تناسبی با بافت تاریخی و برنامه‌های شهرداری در احیا بافت نداردمرتضی فاضلی عارف افزود: میدان شهرداری معماری خاصی داشته و طرح مدرن به بافت تاریخی خیابان امام خمینی (ره) هم‌خوانی ندارد لذا تصمیم گرفتیم که پل‌ها را جمع آوری کنیم.

وی با بیان اینکه در وارد کردن تجهیزات پله‌های برقی هم دچار مشکل هستیم، ادامه داد: اما این امر ارتباط چندانی به تصمیم اخذ شده نداشته و تناسب فضا با بافت تاریخی و سهولت تردد مردم برای ما اولویت بیشتری دارد.

فاضلی عارف با بیان اینکه تعمیر پل‌ها ۸۰۰ میلیون تومان هزینه دارد، تاکید کرد: اگر طرح در شورای ترافیک مصوب نشود آمادگی تعمیر پله‌های برقی توسط پیمانکار وجود دارد.

وی به معضل ترس مردم از پله‌های برقی و همچنین سرقت تجهیزات پل‌ها اشاره کرد و گفت: علیرغم وجود مشکلات، در صورت عدم تأیید طرح کار اورهال کردن پله‌ها بزودی آغاز خواهد شد.

فاضلی عارف با بیان اینکه چهار طرف میدان به چراغ عابر پیاده مجهز می‌شود، توضیح داد: زدن چراغ عابرپیاده و ال ای دی و پیاده‌روسازی برای ما هزینه خواهد داشت اما برای تغییر چهره شهر این کار را انجام می‌دهیم.

وی با اشاره بافت تاریخی خیابان امام خمینی (ره) تاکید کرد: در این محور جداره سازی و کف سازی و تغییر المان میدان شهرداری اتفاق خواهد افتاد و این اقدامات می‌تواند چهره زیباتری به این مکان بدهد.

مدیران شهری باید توجه داشته باشند که در اجرای یک پروژه باید پیوست‌های اجتماعی و فرهنگی آن را لحاظ کرد تا مسائلی از قبیل بلااستفاده ماندن و یا نبود قطعات و غیره پیش نیاید و آنها مجبور به تغییر و تخریب پروژه نباشند.

اجرای درست پروژه علاوه بر اینکه سبب جلب اعتماد عمومی می‌شود از هدررفت سرمایه‌های شهر هم جلوگیری خواهد کرد.
