زارع : حقوق سربازان در سال آینده ۴ برابر افزایش پیدا می‌کند

سخنگوی کمیسیون تلفیق لایحه بودجه سال 1400 از مصوبه این کمیسیون برای افزایش ۴ برابری حقوق سربازان و افزایش 50 درصدی این پرداخت برای سربازان متاهل خبر داد.

به گزارش مرذم گلستان به نقل از ایسنا، رحیم زارع در نشستی خبری با اشاره به مصوبات کمیسیون تلفیق گفت: تقریبا حقوق سربازان در کمیسیون تلفیق نهایی شده که در صورت تصویب در صحن علنی، حقوق سربازان در سال آینده ۴ برابر افزایش پیدا می کند.علاوه بر آن 400 هزار تومان مازاد برای رفت و آمد آنها تسهیلات اختصاص داده شده است. سربازان متأهل نیز تسهیلاتی مانند افزایش 50 درصدی این پرداخت خواهند داشت همچنین مقرر شد به منظور اشتغالزایی مبلغ 50 میلیون و 100 میلیون تومان تسهیلات کم بهره در زمان پایان خدمت پرداخت شود.

وی افزود: در بودجه ۱۴۰۰ وابستگی به نفت کاهش یافته که بر اساس آن این منابع از  394 هزار میلیارد تومان به کمتر از 260 هزار میلیارد تومان رسیده، همچنین لایحه بودجه به صورت دو سقفی و دو زمانه است بدان معنا که یک سقف در 6 ماهه اول و یک سقف در 6 ماهه دوم در نظر گرفته شده و بر اساس آن اعتبارات تخصیص پیدا می کند.

وی افزود: با مصوبه کمیسیون تلفیق جمع منابع عمومی دولت از 841 هزار میلیارد تومان به 1158 میلیارد تومان رسید که تقریبا 178 هزار میلیارد تومان شفاف‌سازی شد مثلا 90 هزار میلیارد تومان در حوزه واگذاری سهام در کل بند (و) تبصره 2 دولت کتاب بودجه آمده بود و در ردیف‌ها نیامده و منابع آن صفر بود . حدود30 هزار میلیارد تومان برای اوراق تسویه در نظر گرفته شده بود که به آن 5 هزار میلیارد تومان در مجلس اضافه شد اما این موارد هم در ردیف تا نوشته نشده بود. مبلغ 53 هزار میلیارد تومان هم بر اساس نامه رئیس جمهور برای استفاده از اوراق در نظر گرفته شده بود. مابه‌التفاوت هزار و 158 میلیارد تومان تا 841 هزار میلیارد تومان، 178 هزار میلیارد تومان شفاف‌سازی بود و حدود 139 هزار میلیارد تومان نیز منابع جدید از حوزه مالیات، اوراق و اسناد ایجاد شد.

وی اضافه کرد: در تبصره 14 درباره دستورات مقام معظم رهبری مبنی بر ممنوعیت استفاده از منابع صندوق توسعه ملی، تصمیماتی در حوزه منابع عمومی بودجه گرفته شد که از جمله آن می توان به تکلیف برای وزارت جهاد کشاورزی اشاره کرد که بر اساس آن برای اجرای طرح‌های آبیاری تحت فشار هزار و 757 میلیارد تومان اعتبار تخصیص می یابد همچنین برای طرح‌های آبخیزداری و آبخوان‌داری هزار و 757 میلیارد تومان پیش‌بینی شد.

به گفته زارع از دیگر مصوبات کمیسیون تلفیق این بود که به وزارت کشور به منظور مقابله با اثرات مخرب ریزگرد و تأثیر بر شبکه برق حدود 351 میلیارد تومان اعتبار تخصیص یافت.  برای تجهیزات آزمایشگاهی و کارگاهی دانشگاهی حدود 263 میلیارد تومان داده شد که حدود 527 میلیارد تومان از این محل میان 13 دانشگاه جامع و برتر کشور به نسبت مساوی تقسیم شود.

سخنگوی کمیسیون تلفیق بودجه ادامه داد: برای طرح‌های نوآورانه و شرکت‌های دانش‌بنیان و معاونت علمی و فناوری رئیس جمهور دو هزار و 47 میلیارد تومان اعتبار پیش‌بینی شده است . همچنین دو هزار و 546میلیارد تومان برای طرح‌های آب و فاضلاب و راه‌های روستایی در سال آینده در نظر گرفته شده که می تواند برای رفع مشکل آبرسانی به روستاها و رفع راه‌های روستایی کارگشا باشد.

وی با اشاره به مشکلات شهر اهواز گفت: 877 میلیارد تومان برای طرح‌های آب و فاضلاب اهواز، حمیدیه،‌ کارون و باوی پیش‌بینی شده است. همچنین کمیسیون تلفیق تصویب کرد که افزایش سرمایه صندوق نوآوری و شکوفایی به میزان هزار میلیارد تومان باشد.13 هزار میلیارد تومان تسهیلات برای نهادهای حمایتی همچون کمیته امداد امام (ره) و سازمان بهزیستی به منظور اشتغالزایی و توانمندی زنان سرپرست خانوار پیش‌بینی شده است.

زارع تاکید کرد که تمام تلاش کمیسیون تلفیق این است  که بررسی ردیف‌های پیشنهادی دولت در حوزه‌های مختلف طی روزهای آینده انجام شود و همزمان با ان نمایندگان کلیات بودجه را در صحن بررسی می‌کنند.

وی در توضیح 139 هزار میلیارد تومان منابع بودجه که توسط مجلس به بودجه اضافه شده گفت:به طور مثال 17 هزار میلیارد تومان از حقوق ورودی خودروها از مناطق آزاد به دست می‌آید همچنین رقم واقعی مالیات بر ارزش افزوده 88 هزار و 300 میلیارد تومان بود در حالی که دولت آن را 66 هزار میلیارد در نظر گرفته بود. همچنین عوارض خروج از کشور برای بهسازی روستاهای مرزی در نظر گرفتیم. دولت نیز سود سهام شرکت‌های دولتی که کمتر از 50 درصد بود را در لایحه بودجه نیاورده بود که ما به ازای آن 10 هزار میلیارد تومان در نظر گرفتیم لذا منابع جدید نفتی نیستند و از آنجایی که پیش‌بینی دولت از این منابع نسبت به عملکرد آن در سال 99 کمتر بود ما آن را افزایش دادیم، در واقع اتکای ما به نفت کمتر شده و سهام و اسناد خزانه اسلامی را به سمت تولید هدایت کردیم.

زارع در پایان گفت که حدود 27 هزار میلیارد تومان برای جهاد کشاورزی به منظور تولید نهاده ، واکسن دامی و حمایت از بخش تولید به پیشنهاد مجلس اضافه شد.
