مدیرکل تعاون، کار و رفاه اجتماعی گلستان ارز ترجیحی را یک شکل ناکارآمد از پرداخت یارانه دانست و گفت: تخصیص غیربهینه منابع، ایجاد رانت و فساد نتیجه ارز چهار هزار و ۲۰۰ تومانی بود.
حسین خواجه مظفری در گفتگویی با اشاره به اجرای طرح مردمی سازی و توزیع عادلانه یارانه ها اظهار کرد: در اقتصاد از ارز ترجیحی به عنوان یارانه غیرمستقیم یاد می کنند تا با پرداخت یارانه غیرمستقیم، اقشار آسیب پذیر جامعه بتوانند کالاهای اساسی خود را تامین کنند و آنها را گران نخرند، به نظر می رسد ارز ترجیحی یک شکل ناکارآمد از پرداخت یارانه بوده است.
وی هدف دولت از پرداخت یارانه را رسیدگی به قشر آسیب پذیر دانست و افزود: در تئوری های اقتصادی یارانه مستقیم و نقدی را به یارانه غیرمستقیم ترجیح می دهند همان کاری که دولت سیزدهم آغاز کرده است، حذف ارز ترجیحی یک اقدام منطقی و کار کارشناسی است و کارشناسان مختلف اقتصادی برای این مسئله تصمیم‌گیری کردند، برای اجرای این طرح اقدام نخست شناسایی دهک های مختلف برای پرداخت یارانه است.
مدیرکل تعاون، کار و رفاه اجتماعی گلستان تاکید کرد: با پرداخت یارانه باید سطح رفاه جامعه ارتقاء یابد، یکی از ایرادات اساسی ارز ترجیحی تحمیل هزینه زیاد به اقتصاد کشور بود که تخصیص غیربهینه منابع، ایجاد رانت و فساد نتیجه ارز چهار هزار و ۲۰۰ تومانی را می‌توان از نتایج آن نام بُرد.
ارز ترجیحی نقشی در رفاه مردم نداشت
خواجه‌مظفری با بیان اینکه از سال ۱۳۹۷ تاکنون ۶۵ میلیارد دلار ارز ترجیحی پرداخت شد اما طی این سال ها نقشی در رفاه مردم نداشت، یادآور شد: طرح هوشمندسازی یارانه ها طرح ملی و مدیریت شده از سطح کشور است، همه دستگاه ها برای اجرای این طرح کنار یکدیگر هستند و تمامی امور مربوط به این طرح از طریق فضای مجازی انجام می شود لذا نیاز به مراجعه حضوری مردم به ادارات نیست.
وی با بیان اینکه جمعیت کشور به ۱۰ دهک تقسیم شده است، گفت: سه دهک اول مبلغ ۴۰۰ هزار تومان و دهک چهارم تا نهم مبلغ ۳۰۰ هزار تومان یارانه دریافت می کنند و دهک دهم با توجه به تمکن مالی تقریبا از جمع یارانه‌بگیران حذف شده‌اند.
مدیرکل تعاون، کار و رفاه اجتماعی گلستان با بیان اینکه در حال حاضر سه دسته از مردم نسبت به اجرای طرح مردمی‌سازی یارانه‌ها معترض هستند، پاسخ داد: یک دسته افرادی هستند که در دهک دهم قرار گرفته و یارانه برای آنها واریز نشده است، دسته دوم نسبت به قرار نگرفتن در سه دهک اول اعتراض دارند و گروه دیگر از مردم از ابتدا در لیست یارانه‌بگیران قرار نگرفتند که این افراد می توانند در روزهای آینده به سامانه اعلام‌شده مراجعه کنند.
خواجه مظفری با بیان اینکه دهک اول تا سوم قشر آسیب پذیر جامعه هستند، ابراز داشت: تقریبا ۹۶ درصد راستی آزمایی و قرارگیری افراد در دهک ها به درستی انجام شده است، گرچه ممکن است برخی افراد به درستی در دهک موردنظر قرار نگیرند که می توانند با مراجعه به سامانه hemayat.mcls.gov.ir اعتراض خود به دهک‌بندی و سایر مشکلات مربوط به یارانه را گزارش کنند، همچنین سامانه رفاهی به نشانی refahi.ir برای ثبت درخواست یارانه در نظر گرفته شد.
وی به ترافیک بالای سامانه هوشمندسازی یارانه ها اشاره کرد و گفت: مردم نگران نباشند و صبوری به خرج بدهند، ثبت نام افراد تا آخرین نفر انجام خواهد شد.
